Empire

(decades old story from Powerweapons, recently discovered I still had these even though I thought they were long gone. I think it's from around 2007(?) and was written for the monthly contest with a theme of science fiction if I remember)

Empire was a wild west planet. Small, dirty towns housed a few dozen or a few hundred inhabitants. The wooden saloons, barber shops, and general stores stood next to shiny spaceports and complicated bio-sphere generators. Indigenous, reptile-like life forms roamed the deserts next to imported animals like steer and coyotes.
The fantasy was complete and functioned for several decades, building off the success of perhaps its most interesting feature -- the permanent human population of bio-engineered women.
Empire's women (there were only women on Empire) were special -- they all sported enormous cocks, much larger than would be average for a normal man. A ship flew overhead, droning quietly in the still air of mid-day. It disappeared in the distance, straight west. Headed to Nation, she thought to herself. That's where she was going, still almost a day out.
She sometimes envied the ships that flew overhead -- they were large and fast. They could take her whole herd clear across the country in a matter of hours, not days as it normally took. She would be able to see her friends sooner -- they were going to celebrate Sadie's birthday in high style three days from now, and Sherry was looking forward to it. It was lonely on the range -- she worked alone, usually -- so visiting friends provided her some relief.
She sighed and focused on the herd, taking a drink of water from her canteen. There was a watering hole about six hours away where she would rest for the night.
Underneath the city of Nation, a red light lit up on a long board full of dark bulbs. A thin man in a white jumpsuit glanced up from his coffee and tapped a few commands into his keyboard.
A large screen came to life, showing Sherry's picture. Warning signs flashed in the corners as the thin man sputtered on his coffee and picked up a handset and spoke urgently to his shift partner.
"I know it's not possible... there must be some kind of mistake," he said. "Recalibrate and double-check."
He listened intently for several moments, but the red light kept blinking and the screen stayed on.
"What's procedure for this?" the thin man asked. He obviously wasn't pleased with the answer he received.
"Fuck all. Literally."
Sherry sighed as she tossed her hat onto her bedroll and shook some dust from her long hair. Settling down onto a fallen log, she gazed over the water hole, double-checking her water supplies. Assured, she ignored the grazing herd as she pulled off her boots and wiggled her toes.
"Damn, that feels nice," she murmured. She pulled off her socks and unbuttoned her shirt, relaxing in the glow of the campfire. Her coffee pot hissed and she pulled it off, pouring a cup before grabbing some jerky from her saddlebag.
Satisfied, she laid back on her bedroll and set her pistol beneath the headrest, then took a few bites of jerky, relaxed and unaware of the panic occurring underground a few dozen miles away.
Tomorrow she'd arrive in Empire, drop off the herd, toss a few back, and meet up with her friends. Tonight, she'd be able to relax. Wandering predators rarely came too close to Empire. Still, she double-checked to make sure her custom-designed pistol was stashed beneath her bedroll.
The bright moon shone down on the peaceful scene, the stillness of the night broken only by the occasional moo or shuffle of hooves as Sherry drifted to sleep next to the remains of her fire.
A huge wind sprung up suddenly, wakening Sherry. She instinctively grabbed her gun, looking around wildly. Bright lights started to flash over the herd and her campsite as a large ship descended. Sherry'd seen them before, at the ports, but not out here in the middle of nowhere.
Sherry pulled on her boots, ducking behind her horse. The ship landed about a hundred feet away. The searchlights went out, but Sherry could hear the engines running still. Deciding to wait and see what the ship was doing, Sherry snuck off into a patch of bushes, watching the dark-lit scene.
People emerged from the ship, about five of them. She could only see their silhouettes against the moon-lit sky, but she could tell they were handling rifles -- good ones, if the muzzle shape was anything to go by.
"Sherry Talen! We're from City -- we'd like to talk to you!" one of the figures shouted.
One of the five was drawing near to her hiding place, but couldn't see her in the dark. She crouched down low, listening still.
"Where'd she go?" one figure asked, kicking some of the red coals from her fireplace. "She was just here."
"Dammit, we need to get her back now before she finds out anything," another said angrily. "Fan out and look for her."
The men didn't sound pleasant and Sherry was sure she didn't want to go with them. Which felt odd, because normally she would always do anything for the people from City. City was, after all, the most important place on Empire -- all the important people came from City and she'd been taught her whole life to respect the residents of that fabled place. Not only that, but they were unlike anyone else on Empire -- they were women without breasts or anything else, and what they did have was usually a lot smaller.
But now... she just knew she didn't want to go with them until she found out why. It was a strange feeling -- almost liberating.
She blinked and focused on the situation, scanning to keep track of the five people willy-nilly wandering around, looking for her. Obviously not too professional, she thought to herself -- even the local sheriff knew how to organize a simple search, as she'd done last year looking for bandits or runaways.
Sherry kept still and silent as one drew near. He was peering into the bushes intently and she waited until his eyes lit up to swing out with the butt of her pistol and cold-cock him in the temple, dropping him instantly. She rustled the bush as she caught him and pulled him back, holstering her pistol and checking his rifle -- it was a dart gun. Good -- they wanted her alive.
That was a strange thought there, she thought -- why would anyone want to kill her, especially someone from City?

The two still-conscious figures looked around with alarm after one pulled out the dart in their sleeping friend's neck. They stood back to back moving slowly, fingers no doubt nervously clutching their rifles.
Sherry knew she could see better in the dark than them -- years of watching her herds meant her eyes were keenly developed for seeing in the dark. "Why'd you hit me in the first place?" he demanded. "You can't treat us like this!"
"Why not? I can treat you however you want -- and this is how I treat people who try to sneak up on me with guns in the middle of the night, City-dweller or no."
"She's obviously breaking from programming," a new voice said. Sherry looked over to see one of the men she'd shot groggily shaking his head. He saw her looking at him and smiled. "The darts only contained a short-term inhibitor. They last only as long as we need to get you to containment."
"And just why do I need to be contained?" Sherry demanded, standing up. "I haven't broken any laws."
"No, you haven't," Bruised Man replied. "You're just unfortunate. Now untie us and come with us."
"That won't work," Dart Man said wearily. "She's broken conditioning -- look at her. You can tell she doesn't realize what she's done."
"What have I done?" Sherry asked.
"It doesn't matter. Look, just untie us, let us go, and we'll explain everything."
Sherry ignored him and fiddled with the rifle. "So if I press this button here," she said, pointing, "it will add more juice to the dart." She hefted the rifle and aimed it at Dart Man's thigh and pulled the trigger. He went limp immediately.
"I wonder how high a dose you could handle," she said to Bruise Man off-handedly, fiddling with the buttons again. "Hope he wakes up before the coyotes get here -- I usually have to fight a few off to prevent them from getting at the herd, but you're much juicier targets." She smiled at him, hefting the gun, hoping he didn't know as much about this place as she did.
"No! Don't!" he said, eyes wide. "No, listen... you know this whole planet, this whole thing, it was custom built. From the ground up -- everything is designed to look the way it does."
"I've heard that before, but so what? Terraforming is nothing new. And we have pretty good lives -- not too much technology, but enough to get by."

"What does it matter, John? She won't remember any of this anyways," Bruise Man, a. k. a. David, said. "Soon as backup gets here they'll re-condition her."
"Condition me? What are you talking about?"
"David, what the hell are you talking about? Backup? What backup? This is our fuckup, remember?"
A wave of calm spread over Sherry. Her trembling fingers relaxed. She even smiled a little as she fired a dart into the two conscious men, and another two into the unconscious ones.

Elsa looked confused. "Because it is. It always has been."
"Elsa, have you ever wondered why we never leave the planet?"
