Margins: Fall of Empire Pt. 03

The prequel to Margins of Reality continues. While it's not necessary to read that story to understand this, it is definitely necessary to start reading this story from its beginning.

This story is long, and already complete. It will be posted in eight instalments, in as rapid succession as I can manage (without posting two the same day, ideally). In part 3, the wheels start moving to try to preserve the United States federal government.

Although certain characters are based on their prominent real-world equivalents, no claim is made as to the accuracy of that depiction. Each such character is a fictional creation, standing in for someone who actually exists, and may or may not resemble that individual. My depiction of them is entirely my own, and should not be confused with an attempt to accurately depict any real person.

Conversely, all other characters, all those who are not public figures, are entirely original characters and should not be conflated with anyone who might happen to be in a similar place at the time in question. Finally, it should go without saying that all dialogue and events are entirely fictional.

As always, the Quaranteam Writers' Room has been of enormous help, especially RonanJWilkerson. And of course, thanks are also due to my silent partner, who dealt with way more nightmare fuel than usual when supporting me writing this.Margins: Fall of Empire Pt. 03 фото

BONNEAU: Do they say why?

DANQUAH: This is a continuity operation, Major. I expect everything is need-to-know.

DANQUAH: No one's asking you to handle patients right now, Captain. Just prepare the facility. Anyone need instructions on how to do that? [PAUSE] Good. Get on with it.

[DOOR CLOSES]

DCIA: This is Sandra, who's been stuck with the job of being my Special Assistant in this mess, and this is Colin, my EA. And we'll just call you Brian, if that's okay. I should warn you that this vehicle has been designated a SCIF for our current purposes, so if you would just give Colin any devices you may be carrying.

[SERIES OF RUSTLING SOUNDS]

[CLICK]

DCIA: Now, you've been in the thick of it for Downwind. I've seen the summaries and planning recommendations, but I want you to give me the whole thing, unvarnished. We're being recorded, and the recording is being relayed to multiple sites, hopefully you'll only have to do this once.

JENKINS: Well, ah, sir, I don't think there's much to add to the basic information in terms of the children, and the other side of the problem is a bigger problem for us right now, so I'll start with that, if it's okay.

DCIA: Go on.

JENKINS: Around 08:00 local, the model has more precise times, it depends exactly where you are, we can expect things to appear and attack people.

DCIA: Things? These monsters?

JENKINS: We're calling them Unexplained Biological Entities, or UBEs. It seems they can take almost any form, even appear human, and they kill people. Sometimes they seem to just go straight for an aggressive posture, and sometimes they wait, or move, to be able to take out as many as they can at once. They can be killed, but for some of them it's pretty hard.

DCIA: Where are we getting this?

JENKINS: Verified videos, most of the high-quality stuff is from Europe.

DCIA: Risk management?

JENKINS: The vast majority appear in urban areas, so relocation to unpopulated areas should mitigate risk and impact.

DCIA: Okay. I'm gonna want some examples of these Yoo-Bee-Ees, but that can wait until we're in the helo.

JENKINS: Helo, sir?

DCIA: We're going straight to our relocation point. Ever been to the Catoctins, Brian?

JENKINS: No, sir.

DCIA: They're a pretty sight. Shame we'll be inside them.

CALDWELL: I understand there's a whole briefing packet on its way to you. But we need to discuss the possibility of redeploying some of your forces inside the mountain.

MCCARTHY: The only people I have inside the mountain are at the interior portal checkpoints and a handful to patrol the cavern.

CALDWELL: The major thinks we may need an option to rapidly take some of the people off the outside perimeter.

MCCARTHY: We're going to lock those people out at some point, Lieutenant.

CALDWELL: Mr. McCarthy, this is way outside my normal responsibilities, but I'm asking you to trust me that the situation here isn't anything we've planned for.

MCCARTHY: Fine. Luc? Work up some options for drawing down perimeter security to reinforce positions inside the mountain. I want to review them in thirty minutes.

BONHOMME: Already working on it, sir.

COMMS OFFICER: Outside live links are restricted at the moment. We don't know how much demand we're going to have. We've got a hard line to CIA headquarters, of course, but there are also OPSEC considerations. I'll put the request on the list. Admiral's pretty busy, though. It might take a little while.

RIVERA: Holy shit.

MCAULEY: What?

RIVERA: I'm going to assume that the triage team was more overworked than us. Or poorly instructed. Or both.

WONG: Why?

RIVERA: Because the alternative is that we have complete idiots working at the agency.

MALCOLMSON: I think she was asking what they'd done wrong.

RIVERA: I finally found the high-interest 911 logs. They weren't anywhere logical. And. I just.

MALCOLMSON: Out with it. What's wrong?

RIVERA: It's here. It's been here for hours. Just like I fucking said. Fuck. Spiky worms dragging a guy underground in Indianapolis, around 01:45 local. That's…

WONG: About midnight local mean time.

RIVERA: And this sounds like casino cameras coming to life and killing people.

WONG: Where?

RIVERA: Reno. 01:02 local.

WONG: Same.

RIVERA: Tip of the iceberg. There's maybe three dozen files here, but some look like duplicates. Fucking midnight, just like I said.

MALCOLMSON: You put that in your model, alternative three.

RIVERA: And no one listened. I should have made them listen.

[SILENCE: 3 SECONDS]

MCAULEY: So, what now?

RIVERA: We try to figure out what's really going on. We don't have enough people to handle all the incoming data now. Warrenton can handle that, they should be up and running soon, they'll check in. Bob, keep an eye on the incoming data to see if there's anything big. And go through the 911 logs, add them to the timeline in the model.

MALCOLMSON: What can I do?

RIVERA: You tell me. I mean, you can update Jaz's traffic volume data, run it on the US. But other then that, I'm not sure what we need NSA skills for right now.

MALCOLMSON: I have access and a brain. I can do more than just communication analysis.

RIVERA: Fine. We've got this huge feed of military data we haven't looked at. Start digging.

WONG: Split it in half. I'll take some, too.

MALCOLMSON: And what are you going to do?

CJCS: Mister Secretary, we're ready to update you on the situation. Everyone aboard has been read in on Downwind, but we have more up-to-date analysis. Pete will brief you.

SECDEF: Go ahead, Colonel.

CJCS-ADC: Thank you, Mister Secretary. Our staff has been over the model as it stood roughly ten minutes ago. Data continues to suggest—

[DOOR BUZZES, CLICKS]

NOW PRESENT: CSAF

CJCS: Everything okay, Ken?

CSAF: I was just having staff double-check our flight plan. I've had them modify the holding pattern to avoid urban areas.

CJCS: Good idea. Carry on, Pete.

CJCS-ADC: As I was saying, data continues to support the onset of Downwind phenomena around 07:00 local, and almost entirely restricted to urban areas.

SECDEF: Now hang on a second, I was there, on the line, when everything went to hell on the Gideon Welles and its escort. That wasn't a built-up area.

CJCS-ADC: No sir. I'm not sure if that's considered one of the outliers, or if those ships fit the model of an urban area. I'm sure you've heard people call carriers floating cities.

SECDEF: Of course.

CJCS-ADC: Anyway, we didn't have time to examine the underlying data in the model, so I can't comment on that specifically.

SEAC: Gentleman, may I?

CJCS: Of course, Dave.

SEAC: If the Gideon Welles is a city afloat, aren't Site R and High Point going to be cities underground?

CJCS-ADC: It's a valid question, Master Chief. We're not going to reach anything like the number of people aboard a Ford-class.

SEAC: The escorts were Arleigh Burke-class, sir. They had nothing close to that number either.

CJCS-ADC: We're hoping that it was either really bad luck, or that despite the distance, the group somehow counted as one place. But we have considered that, and we're delaying our own transition to Site R until we've had a chance to see if anything happens once the mountain is staffed up. Mister Secretary, we're working on the best information we have. The CIA has had that recording since minutes after the conference ended. We have to assume that it's been taken into account. In any case, it's your decision, once we have reports from Site R, whether you stay in the air or join the rest of our military leadership there.

SECDEF: How long can we stay up?

CSAF: We have KC-135s in the air and on standby, sir. But we can't assume that we'll be able to launch more when those aloft need to land. We can't assume that they'll be left untouched. We can guarantee twenty-four hours, thirty is likely. If the tankers on the ground remain available, we could manage several days.

SECDEF: Well, when I have to make that decision, I'll want advice from each of you, gentlemen. Anything else?

CJCS: We thought you might like an update on the disposition of ERGs, Mister Secretary.

SECDEF: Oh, yeah. Yeah, of course.

CSAF: Carl?

CSAF-ADC: Destinations have all been established, and initial movement of principals is underway. The Vice President should just be approaching Site R now. The President is making best speed…

PRESENT: SECSTATE, DCIA, EA-DCIA, SA-DCIA, BRIAN JENKINS (CIA)

DCIA: You're on with our subject matter expert, sir. Brian Jenkins.

SECSTATE: Okay, you're speaking to me as NSA. Jenkins, we've implemented the recommendations from your agency to validate crypto IDs before permitting approach to any secure space. We have a situation with the Second Family. The VP is refusing to enter Site R without his family, and his family has no IDs.

JENKINS: Uh, well, sir, I think something may have been lost in translation. The words "where possible" were in those recommendations, I believe.

SECSTATE: The final approved package of orders erred on the side of caution.

JENKINS: With all due respect, sir, that level of caution will make this operation impossible. A significant portion of ERGs don't have crypto ID.

SECSTATE: And anyone could be a UBE, correct?

JENKINS: We have no confirmation that they ever imitate a known individual, sir. Nor that they use that camouflage to completely maximize casualties. They seem to want to start killing pretty soon.

SECSTATE: But one of the VP's children could have been removed and a UBE substituted, correct?

JENKINS: It's not impossible, sir, but at this point I'd say nothing is. That possibility is based on a hypothetical with no supporting data. Its merit is a simpler explanatory model. The counter-argument in this case is behavior. If they've traveled as a group to Site R, I would have expected them to take out everyone in the same vehicle before they got there.

SECSTATE: How confident are you of that?

JENKINS: There's no perfect confidence, sir, but there's precisely zero evidence of a UBE being restrained enough, or cunning enough, to hold itself back in order to get to an area where they can do more damage. And there's no indication that they want to do anything but kill. They wouldn't have any interest in deliberately targeting strategic locations.

SECSTATE: Okay. I'll take it to the President.

USCP-DISP-COORD: Okay, this isn't an ideal group, but a few more people and it'll do. This would have to happen on the weekend.

HOUSE-NY14: What happens to everyone who's back in their districts?

USCP-DISP-COORD: We're working with local federal assets, putting people in as remote a federal location as we can get. It's actually good, as far as getting people dispersed is concerned. It's a headache, though.

SENATE-AL-3: So where are we going?

USCP-DISP-COORD: Same idea. First wave is being split between the farthest we can get by road, and the farthest military airfields we can get. We're trying to send people west where possible, don't ask me why. Primary consideration is remoteness. We've put in an RFA and we're getting some spare buses from the Secret Service, but you're not going to need those. You're going somewhere that's got all the communications needed, and the route should be secure.

SENATE-MO-1: You didn't answer her question.

USCP-DISP-COORD: And make sure you can remember it, please. Now that you've got these cards, you're under full restrictions.

HOUSE-NY14: And what are those restrictions?

USA-SGT: If you've been out of line-of-sight, you need to authenticate using the card. If you approach without doing so, you'll be shot.

PRESENT: SPECIAL AGENT BURROUGHS (ASAC-NS/I, HONOLULU), GOVERNOR-HI, SPECIAL AGENT THOMAS (DRIVER)

AGENT BURROUGHS: Thank you for meeting with me, Governor.

GOVERNOR: My detail didn't give me much choice.

AGENT BURROUGHS: We need to do this as quickly as possible. With your permission, we'll relocate to Birkhimer while I brief you. I hope I didn't disturb your sleep.

GOVERNOR: Go ahead. I'm sure you have your reasons. I was just going to bed when we got the notification about the COOP exercise. I figured I should keep an eye on things. Not that I couldn't use some sleep after all the planning and response for this storm.

AGENT BURROUGHS: Yes, Governor. I should warn you that, although this vehicle is designated as a Sensitive Compartmented Information Facility, a secure audio recording is being made in order to certify your understanding and acceptance of SCI responsibility for the information that I'm about to share with you.

GOVERNOR: So that business about a live drill was just cover?

AGENT BURROUGHS: We need to get through this before I can answer that question, sir. May I have your phone, pager, any other electronic devices?

GOVERNOR: Uh, okay.

[RUSTLING SOUNDS, ENDING WITH A DISTINCT "CLICK"]

AGENT BURROUGHS: Thank you. Under authority delegated by the Director of National Intelligence, I am executing your verbal indoctrination into Sensitive Compartmented Information under codeword DOWNWIND. Information under this codeword is shared on a strict operational need-to-know basis. Unauthorized disclosure of this information is a violation of federal law, including but not limited to 18 U. S. C. sections 793 and 798. Your agreement to non-disclosure of this information is legally binding for life and not connected to your office. Do you understand these restrictions?

GOVERNOR: Shit. Yes, I do.

AGENT BURROUGHS: Do you agree not to disclose this information outside of a designated facility or to any person other than as authorized?

GOVERNOR: Yes.

AGENT BURROUGHS: Thank you, sir. This is a written briefing packet to provide you with essential information. When you've finished with it, I'll answer any questions I can. Further information will be available at Birkhimer, once we've certified a command center as a SCIF.

GOVERNOR: Oh. Thank you.

[APPROXIMATELY TEN MINUTES WITH NO SOUNDS EXCEPT BACKGROUND BREATHING, ROAD NOISE, AND TURNING PAGES. ON SEVERAL OCCASIONS, THE PAGE TURNING IS LOUDER AND DEEPER, INDICATING A LARGER NUMBER OF PAGES BEING MOVED IN ONE GO.]

GOVERNOR: This isn't a drill?

AGENT BURROUGHS: No, Governor. This is very real.

GOVERNOR: Those photographs?

AGENT BURROUGHS: Stills from verified videos. That packet doesn't include the most graphic material we have.

AGENT THOMAS [VIA INTERCOM]: We're arriving, sir.

AGENT BURROUGHS: We can talk more once we're inside, sir. We're in a relatively positive situation here, sir, compared to the Continental United States. Hopefully a few hours of extra warning will make a difference.

GOVERNOR: Hang on a second, that wasn't the most graphic? Fuck. Why is this happening?

AGENT BURROUGHS: We don't know, sir. Believe that there are people working on that, but initial assumptions that this is the result of one or more human actors are now considered low probability.

GOVERNOR: No shit.
